Care, Not Control was first formed in 2020 in direct response to the creation of the Pennsylvania Juvenile Justice Task Force. The Village of Arts and Humanities convened the coalition, and its co-founding members include advocates and youth leaders from the Youth Sentencing & Reentry Project (YSRP), Juvenile Law Center, and The Youth Art & Self-empowerment Project (YASP).
